Verkhovna Rada [Parliament] Speaker Alexander Turchynov has not signed the amnesty law because terrorists have failed to fulfill their obligations.
He said this on ‘Ukraine’ TV channel.
‘The law on amnesty (for Donbas terrorists) was voted, but neither terrorists nor Russian militants were going to fulfill any preconditions which should be followed by amnesty. That is why I did not sign the law and did not send it to the Presidential Administration.
We remind that on Septemeber 16 the Verkhovna Rada supported the document proposed by President of Ukraine Petro Poroshenko. The voting was behind the closed doors. In particular, the law provides exemption from criminal and administrative liability of some of the armed groups under certain conditions.
