Public activists speak about saving life of orphans of the occupied territories

Association of public organizations speaks about saving of orphans on the territories controlled by terrorists.

Health and life of orphans on the territories of the so-called DNR and LNR [self-proclaimed Donetsk and Luhansk people’s Republics] are under serious threat.

Head of association of public organizations ‘Ukrainian Union ‘Automaidan’ Andriy Mykhailovskiy and coordinator of the third hundred of Maidan self defense Olersandr Ivashkow spoke about this at press briefing at Ukraine Media Crisis Center.

These children are fully provided by state and depend on it. The territory controlled by terrorists is not financed by Ukraine and orphans experience shortages of food, clothes, personal hygiene means and medications. Volunteers try to remedy this situation at least partially – by gathering necessary things and sending them by addresses.

Andriy Mykhailovskiy explains that help is required by children who nominally have parents or guardians who participate in hostilities, have been killed there or are missing.

Illegal transportation abroad

Volunteers mainly take care of children from 0 to 5 years because this category is the most vulnerable. Illegal removal of children from territories controlled by terrorists to Russian federation is a serious problem. Known in the internet ‘Doctor Liza’ (Yelizaveta Petrivna Glinka, executive director of ‘Equitable help’ foundation, member of the Presidential Council on Civil Society and Human Rights) coordinates the transfer of children.

According to Mr.Ivashkov, there is no registration of children that have already been transferred and mechanism of their return is not clear now.

‘There is no registration, no papers. We are not sure that Ukraine will see those children someday’, – he mentions.

How to remove children from the occupied territories?

Another important direction of work is removal of orphans to unoccupied territories. Volunteers are developing the project that would help to remove several hundreds of children.

Only according to official data there are thousands of children that need help. According to Ukrainian law volunteer does not have the right to change the place of residence of the child. This means that the child cannot be removed from the territories of occupied Donetsk and Luhansk oblasts.

There arises the question – what governmental agencies have to deal with this issue. For example, Donetsk City State Administration has moved to unoccupied territory and cannot take care of child care centers located in the terrorist controlled settlements.

Proper medical care for children in need of surgery

Another one issue that requires quick solution is the inability to provide emergency medical care for children with heart disease. Donetsk cardiac surgery center is unable to take patients, and in order to transport children to other centers special reanimation vehicle is needed. One trip of such vehicle costs 28 000 UAH.

Volunteers have transported 2 children from Donetsk and they have already got proper medical care in Kyiv hospital Okhmatdyt. Four more children are prepared for the operation. Currently there are negotiation between the hospital management and the institution where another 9 children in need of surgery are kept.
