Provision of Special status of Donbas at the Constitution level is a result of foreign pressure on Ukraine and contradicts state interests, activists say.

An attempt to amend Constitution is done under foreign pressure and it is only imitation of recovery of Ukrainian jurisdiction in the occupied territories.

Representatives of Coalition of Patriotic Forces of Donbas Sergiy Garmash, Pavlo Zhovnirenko and Nataliya Tselovalnychenko declared this during press briefing at Ukraine Crisis Media Center.

Special status will stimulate separatism and limit rights of internally displaced people

According to Sergiy Garmash implementation of this regulation is dangerous for Donbas residents and internally displaced people. Existence of people’s militia, local prosecutor’s office and courts will create a system when part of society that doesn’t support the occupation regime won’t be able to take part in elections.

In addition, implementation of different economic activity mode in occupied regions is discrimination of other Donbas regions and stimulation of separatism. Art. 8 which include contribution to cross-border cooperation between governments of Donetsk and Luhansk regions and Russian Federation are illogical in the light of Russian occupation policy towards Ukraine.

Demands of CPFD

The first demand issued by Committee of Patriotic Forces of Donbas representatives is to declare martial law on the occupied territories of Donetsk and Luhansk regions and officially recognize uncontrolled territories as occupied by Russian Federation.

The next demand is to provide internally displace people with possibility to vote at local elections. Patriots say that more than 1 million of Donbas residents should have possibility to vote within local communities they live.

The last and the most important demand is development and approval of state strategy of Donbas conflict regulation. Activists consider it necessary to participate in development of this strategy using program that has been developed by their organization in February.

Also, according to Sergiy Garmash, we can talk about comprehensive conflict solution within Minsk agreements only after withdrawal of all troops of Russian Federation from Donbas and Crimea.

The committee representatives see a threat in absence of public discussion of strategies to resolve the situation in Donbas.

‘It is like Ukrainian people are put in front of a fact: here are changes to constitution, here is law which should allegedly resolve all issues, – but we see that these issues are not resolved, they are made worse. We are concerned with absence of legal certainty and stability in this issue’, – Natalia Tselovalnychenko explained.
