LNR and DNR promise to preserve the unity of Ukraine but demand autonomy, ‘their’ security forces, Russian language and their own foreign policy

Meeting in Minsk on September 1, 2014: separatists demand autonomy of Donbas within Ukraine

During meeting in Minsk representatives of the self-proclaimed ‘Donetsk People’s Republic [DNR]’ and ‘Luhansk People’s Republic [LNR]’ called on Kyiv to recognize their special status and in exchange for fulfilling their demands they promise to make every effort to preserve unity of Ukraine.

It is noted that the representatives of self-proclaimed DNR and LNR expressed this position before meeting of contact group. It is noted in the statement that Government and Ukrainian Verhovna Rada should ‘in accordance with the letter and spirit of Geneva agreements’ accept ‘legislations that guarantees Ukraine’s recognition of special status of territories that are controlled by people’s republics.

From their side representative of DNR and LNR declared that they guarantee to make every effort to provide peace, maintain a single economic, cultural and political space of Ukraine and ‘all space of Ukrainian-Russian civilization’.

The meeting of contact group of regulation of crisis in Donbas took place in Minsk [Belarus] yesterday. The meeting was attended by representatives from Ukraine, Russia, OSCE and of self-proclaimed ‘Donetsk People’s Republic’ and ‘Luhansk People’s Republic’.

Earlier ‘Prime-Minister’ of DNR Alexander Zakharchenko declared that separatists were ready to negotiate with Kyiv on condition to recognize Donetsk People’s Republic a separate state.

The day before yesterday Russian President Vladimir Putin called on negotiation concerning ‘statehood of southeast’. This statement was made on background of numerous reports about presence of of Russian troops in Ukraine. Thus, in National Security and Defense Council they declared that Russian militants control the town of Novoazovsk and a number of settlements in s regions of Donetsk oblast. On August 27, 2014 NSDC reported that the staff of tactical battalion group of Russian armed forces had been established in Starobeshivsk region in Donetsk oblast.

Meanwhile in Russian they state that there are no Russian troops at Ukrainian territory.
