Prime Minister of Ukraine Arseniy Yatseniuk declares that the Kremlin is responsible for humanitarian catastrophe that threatens to regions of Donetks and Luhansk oblasts occupied by terrorists.

He has said this today during press conference with Norway Prime Minister Erno Solberg in Kyiv.

‘Currently the question of supply of food and paying of social benefits there [in Donbas] is in the hands of the Kremlin. The Kremlin is responsible for humanitarian catastrophe that is impending at territories of Donetsk and Luhansk oblasts’, – he underlined.

According to Yatseniuk, Ukrainian government cannot deliver humanitarian aid to territories controlled by fighters. ‘As soon as humanitarian aid which is formed by Ukrainian government, reaches the first checkpoint controlled by Russian terrorists it is either not allowed to pass or looted’, – he emphasized.

Yatseniuk reminded that Ukrainian government had committed itself to provide Donbas with gas and electricity.

‘However, this does not mean those sums of money that are accumulated as social benefits and other payments and subsidies, that should be paid to territories of Donetsk and Luhansk, would be reduced by the cost of electricity and gas supplied there’, – the Prime Minister explained.

According to him, the task of the government is to begin restoration of the destroyed Donbas, but Russia must fulfill all items of Minsk protocol that it has signed and committed itself to do.

‘The sooner Russian militants leave territories of Donetsk and Luhansk the faster people who have become hostages of empire ambitions will begin to live normal life’, – said the Prime Minister.
