Press secretary of the Russian president Dmitriy Peskov declared this.
‘Russia is a country which was invited by the sides of the conflict. This is the country which called in the sides of the conflict to sign the set of measures on implementation of Minsk agreements. However, Russia is not the country which fulfills the set of measures’.
According to Putin’s press officer, Russia is not the side which should fulfill Minsk agreements. He assures that Russia is not the side of the conflict so it cannot fulfill the agreements physically.
However, Mr. Peskov underlined that everything mentioned in the plan should be fulfilled.
On February 12 in Minsk there were negotiations on regulation of Donbas crisis. Presidents of Ukraine, France, Germany and Russia participated.
On the results of negotiations there was agreed a set of measures on implementation of September Minsk agreements. Besides, the leaders of Ukraine, France, Germany and Russia adopted declaration to support these measures.
Among other things, the new agreements reached by ‘Normand Four’ presuppose ceasefire since February 15 and withdrawal of all heavy equipment. In addition, release and exchange of all hostages should be done.
