On March 13, 2015 Arsen Zhumadilov, head of department on providing the activity of authorized representative on issues of Crimean Tatar people presented an analytical report ‘The Crimean Tatar people on the threshold of 2015’ in Ukraine Crisis Media Center.
This document was composed on the basis of reports on human rights initiatives and organizations and on analytical drafts of experts.
According to Mr. Zhumadilov, only in spring 2014 did Ukrainian Verkhovna Rada adopt a statement on ensuring rights of Crimean Tatar people as part of Ukraine. This document recognized status of Crimean Tatar people as indigenous in Ukraine.
However, the government didn’t adopt law which would regulate the status of Tatar people in Ukraine. One year has passed. However, such laws haven’t been adopted so far.
In his report ‘Crimean Tatar people on threshold of 2015’ it is said that Crimean Tatar people were deported mainly on national basis.
Last year government adopted a law ‘On restoration of rights of people deported on ethnic ground’. Zhumadilov mentioned this law as undoubtedly positive moment. However, in course of the following year our government didn’t manage to prepare resolution on implementation of the given law. In reality, the law on restoration of rights of Crimean Tatars never worked.
The second section of the represented reports is dedicated to situation of Crimean Tatar people under occupation in annexed Crimean peninsula.
‘We speak of attempt of annexation – this is not an attempt of occupation, otherwise they wouldn’t force Ukrainian authorities out of Crimea. We speak of annexation because they are trying to attach Crimea to their territory. This is the first unprecedented fact since WWII. The world hasn’t seen such things yet’, – Arsen Zhumadilov commented on situation.
According to him, the current occupation government of Crimea promised a lot and has done nothing.
‘They violated their promises on every item in the list’, – the speaker said. According to him, there has already been composed a list of crimes of the occupation government against Crimean Tatars since March 2014.
Arsen Zhumadilov expressed hopes that until the next year and preparation of another report the law on restoration of rights for deported people would start functioning. He also hopes that Ukrainian government adopts law about indigenous people of Ukraine.
‘This work is already being done, it is led by the Chairman of the Mejilis of the Crimean Tatar people Refat Chubarov. The corresponding draft law will soon be registered in Verkhovna Rada’.
According to the representative of Crimean Tatar people in order to solve the priority issues related to Crimea it is necessary to create the central executive body and implement decision on establishment of the State Service on Crimean issues.
